Peter Wittstock, BCLS

For the past 14 years, Peter John Wittstock, BCLS, has worked for the Legal Surveying Division of J.E. Anderson & Associates’ Victoria office.  He received his commission as a B.C. Land Surveyor in December, 2012. He enjoys providing expertise in boundary (re-)establishment, strata titling, topographic surveys and construction layout; and working with everyone from home owners to land developers, architects, designers, builders, engineers and local governments.


Phil Buchanan, P.Eng

Phil Buchanan

Having spent nearly three decades working in J.E. Anderson & Associates’ Victoria office, Partner and Senior Civil Engineer Phil Buchanan, P.Eng, has developed great problem-solving skills he can apply to developments and projects in the South Island region.

In recent years, Phil has shared his knowledge and helped guide several new developments in the District of Sooke, including volunteering on a committee to make recommendations for land use and servicing standards.

Ryan Hourston, BCLS

Ryan Hourston is a British Columbia Land Surveyor (BCLS) and Partner at J.E. Anderson and Associates. Born in Castlegar and raised in Campbell River, Ryan moved to Victoria and has worked in J.E. Anderson’s Victoria office since 2004. He brings the small-town, community-oriented values he was raised with to his work at J.E. Anderson. He takes pride in helping clients, no matter how big or small the project may be, to reach their final objectives.

When not at work, Ryan can often be found on the soccer pitch, or hiking, camping and enjoying the outdoors with his wife and kids.


Ross Tuck, P.Eng

Ross Tuck

Ross Tuck, P.Eng received his degree in Civil Engineering from Ohio State University before eventually returning to beautiful Victoria, BC. As a Civil Engineer and Partner at J.E. Anderson & Associates, Ross enjoys the wide variety of work and many interesting projects.

Ross is an active board member of the Urban Development Institute (UDI) Capital Region, a non-profit industry association that plays an important role in advocating for the development industry. He is also a founding board member of the Consultants Invitational Fishing Derby, which has raised over $115,000 for local fish habitat and conservation projects.


Danny Carrier, BCLS

Danny Carrier

Danny Carrier, a BC Land Surveyor and Planner with J.E. Anderson & Associates has a long history with the company spanning five decades. A life-long resident of Victoria, he’s very familiar with the development processes in the region, and holds a lot of historical knowledge for the team.

After 48 years at J.E. Anderson, Danny is proud the company maintains its friendly yet professional one-stop development team approach that puts the customer first. He enjoys helping people, so being in touch with clients and working out planning challenges and layouts are among his favourite aspects of the job. Some of the more interesting projects he’s worked on include Pacific Rim Park Surveys and Bear Mountain Development Planning.

Outside of work, Danny can be found fishing or traveling.


Colin Grover, BCLS

Colin Grover

Colin Grover, Land Surveyor (BCLS) and Partner, began his career at J.E. Anderson’s Victoria office helping his grandfather, Dem Carrier, BCLS and his uncle, Danny Carrier, BCLS during summer breaks. Colin started full time at JEA 20 years ago and is a 3rd generation British Columbia Land Surveyor.

Born and raised in Victoria, Colin combines an intimate knowledge of the local area with his love of the outdoors to provide sound advice to his clients. Colin has expertise in many technical aspects of Land Surveying, such as Global Navigation Satellite System surveys, high precision monitoring surveys, and Unmanned Aerial Vehicle (UAV/drone) surveys, which allows JEA to offer specialized services to clients.

Colin enjoys working on a wide variety of survey projects such as subdivisions, strata developments, construction surveys and boundary re-establishments.
